We managed to get in touch with TI's engineers regarding the kit and they confirmed the dongle provided is BLE qualified. We still cannot determine why some commands die on time out, but we made some progresses.
Kernel-side bluetooth code is incomplete regarding LE: it currently doesn't support LE-only controllers. I got some hints from #bluez-br guys (thanks vcgomes, lizardo, briglia, krau) and I'll be trying to get it working over the next couple weeks.
